The Director of Education shall have power to withdraw or reduce

grants. The procedure in such cases shall be as follows:-

(I) The Director shall, in his annual report, report the school as

inefficient or unnecessary, and state specifically the grounds of

his judgment, and the Government shall communicate the report to the

Correspondent and give formal warning to him that the grant may be

withheld or reduced, if the Director again reports the school as

inefficient or unnecessary.

(II) The Director shall, in his next annual report, and at a visit

paid with due notice during the last month of the school year,

report whether the school continues to be inefficient or unnecessary,

and again state specifically the grounds of his judgment.

Provident Funds.

Contributory Provident Funds shall be instituted for the permanent

teaching staff of all schools in receipt of recurrent Government grants.

Contribution to such funds shall be optional for teachers who are members

of religious orders and congregations or of other missionary bodies, and

shall be obligatory for all other teachers.

The contributions of teachers shall be five per cent of their

salary and shall be made monthly.

receive their own contributions plus interest. After ten years service, or

if retiring on grounds of ill-health, they will in addition receive

Government contributions plus interest.

All contributions to provident funds shall be paid into a common

trust fund, the administration of which shall be vested in a Board of

Control nominated by Government and including representatives of teachers

who contribute.

Teachers who contribute to an approved provident fund shall be

required to retire on the same conditions in regard to age as in the case

of teachers in Government schools, except in special cases with the mutual
